1. Purpose and Scope of the Document
This 210-page document has been issued by the Ministry of Higher Education and Scientific Research (Algeria). It sets out the general rules, educational criteria and regulatory framework applicable to the pre-enrolment, ranking and placement of students who passed the Baccalaureate in the June 2026 session for the 2026–2027 academic year.
2. The Four Fundamental Placement Criteria
The allocation of new baccalaureate holders is based exclusively on a combination of the following criteria:
Baccalaureate stream and results: Assessed according to the Overall Average or the Weighted Average (which takes into account the marks in core subjects according to the desired course of study).
The candidate’s preferences: The choices made by the Baccalaureate holder on the digital platform.
Intake capacity: The number of places available at the institutions.
Geographical catchment area: The catchment area linked to the place where the Baccalaureate was obtained or to the candidate’s place of residence.
3. Major Innovations and General Rules
Dual Degree Programme: The circular now allows a new baccalaureate holder to enrol on two different degree programmes in parallel to obtain a dual degree, subject to available places and capacity.
Single Enrolment: Holders of multiple baccalaureates may only have one active university enrolment.
Full Digitalisation: All processes (calculation of the weighted average, submission of course preferences, appeals and final enrolments) take place online via the official portal (https://circulaire.mesrs.dz).
4. Structure of the Circular and Annexes
The document is organised into regulatory sections and 90 technical annexes:
Core curriculum and IT processing: Procedures for classification by field (Medical Sciences, Polytechnic, Computer Science, Artificial Intelligence, etc.).
Specific cases: Procedures for particular baccalaureate qualifications (e.g. Lycée Bouamama), foreign baccalaureates, and international students (the ‘Studying in Algeria’ programme).
Partner institutions: Entry requirements for schools under dual supervision or accredited private institutions (e.g. the Algerian Higher School of Business – ESAA).
Student services: Arrangements for accessing grants, accommodation, catering and transport.
